Search for the crews of Leonida and you will hit sprawling lists of names. Almost none of them came from Rockstar. This page keeps to the groups Rockstar itself put in writing, and marks the point where that writing stops.
The only two groups Rockstar calls a gang
The first is the PTT Youngin$. Rockstar places them in Southside Vice City and presents them as one of the area's loudest and most socially active gangs, with a compound worth raiding for special items and distinct contraband.
That compound reaches players as an edition bonus rather than a storyline: the Ultimate Edition of Grand Theft Auto VI lists the PTT Youngin$ Compound among its contents, as somewhere to raid and escape from. Nothing in that listing describes joining them.
The second is the biker gang of Ambrosia. Rockstar frames the town as a split economy: the Allied Crystal sugar refinery provides the jobs, while the local biker gang provides almost everything else. The crew itself is never given a name.
Named criminals who are not a crew
The rest of the names swept into gang lists belong to people, not factions. Rockstar sketches each one as a going concern of their own, alone or in a pair, with no banner over it.
